Commissioners Discuss North Carroll and Winchester Facility Updates

oday, the Board of County Commissioners (BCC) received a briefing on plans for the former North Carroll High School and Winchester Building.  Carroll County Department of Public Works Director Jeff Castonguay and Deputy Director Scott Moser updated the BCC on plans for the buildings including updated cost estimates based on reviews of the building’s infrastructure.

The briefing included information on the original projects, current status, changes, and newly estimated additional costs.  The majority of additional costs stem from a more detailed analysis of North Carroll which included changes required due to change of use of the building and costs to bring the building up to current code requirements. Because the two projects are deeply interconnected, understanding more about the Winchester Building will help with future decisions. As a result, the Board directed staff to move forward with the conceptual design phase of the Winchester Building.

A significant area of discussion was regarding the Carroll County Board of Education’s Board Room and Information Technology Department and whether these areas would remain in the Winchester Building or move to the North Carroll facility with the remainder of the Board of Education.

Ultimately, the BCC asked the Department of Public Works to further study the Board Room and IT situation, examine other possible efficiencies, complete the conceptual estimate of the Winchester Building and return to the BCC in two months with more information.
