Polling Places Change

As a result of the Carroll County Board of Education’s decision to close three schools, three polling places will be directly impacted. The closure will take place at the end of the current school year; therefore, the polling places will change in time for the 2016 Presidential General Election.


After extensive review of the available buildings and facilities, the Local Board of Elections and State Board of Elections have approved three locations to relocate the polling places. During the review of buildings and facilities, several factors including parking, accessibility, cost, and spacing needs were considered. Below are the polling places that were affected and the new location that we intend to use for the 2016 Presidential General Election. If the school buildings are repurposed and are available for community use, the Local Board of Elections may reevaluate the polling locations prior to the 2018 gubernatorial election.

Election District 3 Precinct 1 Charles Carroll Elementary School will be relocated to Ebb Valley Elementary School Cafeteria, 3100 Swiper Road, Manchester, MD 21102.

Election District 8 Precinct 2 North Carroll High School will be relocated to Shiloh Middle School Gymnasium, 3675 Willow Street, Hampstead, MD 21074.

Election District 11 Precinct 1 New Windsor Middle School will be relocated to the Old New Windsor School, Community Room, 1100 Green Valley Road, New Windsor, MD 21776.


All voters will continue to have the option of voting on Election Day at their designated polling place, to vote at Early Voting or to request an absentee ballot. To request an absentee ballot, please contact the office at (410)386-2080 or go online: http://elections.maryland.gov/voting/absentee.html. Early Voting will be held at the Westminster Senior Activities Center, 125 Stoner Avenue, Westminster beginning Thursday, October 27th continuously (including Saturday and Sunday) through Thursday, November 3 from 8:00 A.M. until 8:00 P.M. each day.


All voters affected will be notified of the change with receipt of a voter notification card in the summer months, as well as a sample ballot in October.
