- The Carroll County Board of Commissioners is pleased to announce the relocation of FR Conversions to Carroll County. The company, who specializes in the
conversion of vans for wheelchairs, has purchased 1231 Tech Court located in Westminster.

Eli Rosenbloom, President of FR Conversions, had been seeking additional space to fulfill contract demands. The company, working with Oxford Realty, scouted several locations in and out of Maryland. The company ultimately chose the Tech Court facility and expects to invest over $20 million in capital improvements and hire 400 new employees.

Mr. Rosenbloom remarked, “Our search lasted over a year. Once we toured the building and met with Economic Development officials, we knew we had made our choice. While selecting a new location can be a stressful experience, Carroll County made it seem effortless. Jack Lyburn and his team were instrumental in our decision and they could not have been more accommodating to our business needs.”

Oxford Realty broker Mordy Itzkowitz observed, “The building (1231 Tech Ct) presented a unique opportunity for FR Conversions to secure a Class A manufacturing facility for their expansion needs.

A healthy skilled labor employee base and the availability of industrial land for future growth were both key elements in their decision to relocate to Carroll County.”

Dennis Frazier, 3rd District County Commissioner, expressed his appreciation on the location decision. “FR Conversions’ move to Carroll County marks another milestone in our economic development efforts. FR’s unique product, the conversion of vans to accommodate wheelchairs, will fulfill an important need generated by our aging population and will allow many individuals to continue to enjoy vehicular mobility. Expected growth projections for 400 new jobs over the next few years will deliver
a significant boost to our industrial tax base. It is a privilege to welcome FR to Carroll County.”

Jack Lyburn, Director of Economic Development stated, “After careful consideration of key factors, FR has entrusted Carroll County to accommodate its future growth and that is a testament to our favorable business environment. I want to thank the Maryland Department of Business & Economic Development (DBED) for their efforts which helped to successfully retain the company in Maryland.”

“We are pleased to work with our partners in Carroll County to support the expansion of FR Conversions here in Maryland,” said DBED Secretary Mike Gill. “There is a growing market for FR’s product and we look forward to continuing to work closely with the company to ensure they thrive in Maryland.”
