Public Hearing Held on New Tipping Fees to Restore Full Service for Hoods Mill Landfill
Westminster, MD

The Board of County Commissioners held a hearing today regarding municipal solid waste tipping fees specific to Hoods Mill Landfill.
Two years ago the Board considered closing Hoods Mill because of increased costs inherent in
operating the facility. After significant deliberation and debate it was decided to leave this remote
drop-off location open on a limited basis in order to accommodate local area resident’s needs. Since
2012 Hoods Mill has been open on the 1st and 3rd Saturday of each month.
Recently, the Board considered opening Hoods Mill every Saturday in response to resident’s
requests. The only concern was the expense of operating this remote site. As a result the Board is
considering adopting special tipping fees for Hoods Mill. Today the Board held the hearing on
changing these fees.

The proposed changes are as follows:

Municipal solid waste disposal would increase from $62.00 per ton to $68.00 per ton
Flat rate charge to vehicles for residential waste per load would increase from $6.00 to $8.00
No change for construction and demolition debris and scrap tires
No change for residential customer for mulch – still no charge

County staff developed these charges based on the costs to the county of operating Hoods Mill. The
Board of Commissioners conducted the public hearing and held the record open for an additional 10
days.
